On the morning of November 11, 2022, Dr. Phan Dao, Director of the European Cooperation Center (ECC), Ton Duc Thang University (Ho Chi Minh City) had a meeting with the Vice Chairwoman of Bac Kan Provincial People's Committee Do Thi Minh Hoa. Attending the meeting were the members of the Working Group to advise on the contents of the signing under the Memorandum of Understanding signed between the People's Committee of Bac Kan province and VSB Technical University of Ostrava, Czech Republic in September 2022.
To concretize the cooperation program signed by the Provincial People's Committee with VSB Technical University of Ostrava, Czech Republic from September 2022, the two sides held a meeting to discuss and propose cooperation contents in 2023. Vice Chairwoman of the Provincial People's Committee Do Thi Minh Hoa believes that the two sides will bond more closely through specific cooperation programs.
According to the Memorandum of Understanding, the two sides will cooperate on three main contents: Human resource training; science and technology transfer; trade promotion and investment calling. To prepare for cooperation, Bac Kan reported to the Government and Ministry of Foreign Affairs, and at the same time established a Working Group to implement the signed contents.
At the meeting, Dr. Phan Dao, Director of the Center for European Cooperation, Ton Duc Thang University, informed about the training field at a number of universities in the Czech Republic, and suggested some contents that Bac Kan could be suitable for cooperation with the Czech Republic. Dr. Phan Dao also suggested that Ton Duc Thang University will coordinate with Bac Kan to build the province's trademark ministry on trade promotion and investment..., making it easier for businesses to learn, access to exchange, and local cooperation.
Based on the proposal and discussion of the members of the Working Group, agreeing with the proposal of Dr. Phan Dao, Vice Chairwoman Do Thi Minh Hoa assigned the Department of Home Affairs to review and develop specific plans in terms of fields, industries, quantity, training schedule, training time, and human resource training needs, …, and reported to the Provincial People's Committee for opinions of the Standing Provincial Party Committee. Completion time for the short-term plan is in 2022, the long-term plan is in the first quarter of 2023. The Department of Education and Training develops content plans and orientations to include in propaganda content for high schools right in the school year 2022 - 2023, helping students to access information, so that if there is a need and the conditions are met, and to register to participate in the training.
Regarding science and technology transfer, the Vice Chairwoman of the Provincial People's Committee assigned the Department of Natural Resources and Environment and the Research Working Group to evaluate mining and mineral processing activities to transfer science and technology in this field.
Regarding trade promotion, the province continues to coordinate with businesses in the Czech Republic, especially the unit that has received and consumed vermicelli from Bac Kan; increase export output and develop the market to consume this product and some other products to the European market.
Regarding investment promotion, currently, the Czech business side is interested in the tourism sector and has conducted a survey on this field. Based on the potential of the province, Bac Kan proposed businesses to invest in some more fields such as: Processing smokeless pellets from forest products; carbon credit business; development of biomass and wind power.
The Vice Chairwoman of the Provincial People's Committee also conveyed the proposal of the Chairman of the Ba Be District People's Committee to the Delegation, that is, Ba Be wishes to invite lecturers of VSB Technical University of Ostrava to talk with Vice Presidents and Presidents of the schools the province's area in the fields of training, environment, architecture, information technology...
Through Dr. Phan Dao, Vice Chairwoman of the Provincial People's Committee Do Thi Minh Hoa cordially invites the Ambassador Extraordinary and Plenipotentiary of the Czech Republic in Vietnam, the businesses, the universities, including Technical University of Ostrava and some local leaders of the Czech Republic to visit, survey and work with Bac Kan province so that the locality has the opportunity to introduce potential and investment cooperation opportunities in the near future.
